Council Meeting Minutes

4 February 2002


 

The meeting was called to order by Andy Hesketh at 5:10 pm.

OLD BUSINESS

 

·     Minutes from the January Meeting – Minutes were accepted with spelling corrections.

 

·        Treasurer’s Report – Karen Copper

Karen provided copies of our account balances and budget. The section's total balance is $9,174.10. Interest income of $20 has been earned since the last report.

 

·        Region V Representative – Larry Brase

Larry, Dianne Chong, and Rudy Yurkovich attended the Region V meeting at the Reno Conference on January 15.

 

Category III funds are still available from Regional. A motion was made and approved for each of the Region V Sections to once again proportionately contribute to the upcoming student conference at Parks College.   Last year, the St. Louis Section contribution was $1300.  A letter request for this funding will soon be sent from the Region V Treasurer to each of the Section Chairs.  The regional leadership conference will be held in July in Indianapolis. A Special Service Citation will be awarded for last summer's Liberty Bell 7 program at the Science Center. As part of the Evolution of Flight program, we will try to have the 1903 Wright Flyer replica make a stop in St. Louis.

 

·        Committee Reports:

 

Arrangements – Walt Reschke

Walt provided a written report of the arrangements for the upcoming joint dinner meeting with the American Society of Metals (ASM) at the Airport Marriott Hotel on 21 February. ASM and AIAA will split evenly the cost of the speaker’s dinner. Consistent with past meetings, we will guarantee 24 people to the Marriott for the meeting.  Dress will be business casual.

Career Enhancement – Steve D’Urso

No report.

 

Education – Marty Ferman 

Marty was unable to attend because of his teaching conflict, but provided a written report presented by Bob Dowgwillo.  Marty has been working with Carlos Manglano, a Parks student, on the preparations for the upcoming student conference.  A conference web site is being prepared. Schools in the region are being contacted by phone and email. Hotels and school facilities are being reserved. Marty is trying to get some judges from the Wichita area aerospace companies to augment the judges here. Marty will obtain a substitute to attend the regular council meetings by the March meeting.

 

Historian – Fred Roos 

Fred was not able to attend the Reno conference as planned. However, he is working with David Myren of the Twin Cities Section to put together a Regional program for the Evolution of Flight. This would be patterned on the AIAA 50th anniversary program. Dave informed the Region V representatives of this plan. Fred will also assemble the history program for the Reno conference in 2003.

 

Honors and Awards – Ray Cosner

Ray has verified that member upgrades are the responsibility of the Honors & Awards committee. We need to inform members about the upgrade process. The section has not received an application for upgrades in two years.

 

Membership – Joe Stemler

Joe verified that both John Lockard and Bob Krieger are AIAA members. Some of the trial memberships distributed last year have still not shown up on our rolls. One of these was submitted too late, and one involved a person who had already been a member within the last five years.

 

Newsletter – Dave Morgan

The newsletter still needs material. Solicitations are being made for short commentary articles, especially among retirees.

 

Pilot Education – Jeff  Larrick

Jeff reported that the seminar in January was a success. There were 190 attendees, despite the snow and the new location. There were several positive comments on the location. Parks College is looking forward to providing the venue next year. Jeff doubts that we will ever go back to the Building 33 cafeteria.

 

Pre-College Outreach - Karen Copper

Karen reported on a "Kid's College" she is teaching. The sessions are held on six Saturdays for 3-4 and 5-6 grade students. AIAA and NASA materials are used. She reported that Randy Meyer is looking for engineers to help with Engineer's Week activities at the Science Center.

 

Programs – Bill LaManna

Walt Reschke reported that Bill has secured David Spong as the speaker for the March dinner meeting. The council voted to have the meeting at the Thompson Center. Joe Hanon's restaurant was noted to have a particularly high noise level, and the Marriott is the most expensive.

 

Public Policy – Dick Pinckert

Diane Chong reported that she has received training for the upcoming Congressional Visit Days on 20-21 March. Topics for discussion include workforce attrition, technical readiness, and industrial policy. She will apply to National for reimbursement of her expenses as a first time participant in the Visit Days.

 

There is interest in holding a Region V Public Policy Colloquium next year. Other Regions do this annually.

 

Publicity (Internal) - Bruce Scheidhauer 

No report.

 

Service Projects – Gary White

No report.

 

Strategic Planning - Larry Brase 

Attempts to obtain a copy of the Los Angeles Section's member survey have been unsuccessful. We will have to assemble our own. Larry plans to survey Boeing executives via an interview. Response to the last survey was poor: 18 out of 500.

 

Tech. Specialist / Mini Symposium – No Chairperson

 

Webmaster – John Donigan

John requested an electronic copy of the upcoming dinner meeting flyer for posting on the website. He has begun researching ways to conduct the member survey via the web.

 

Young Members - No Chairperson

 

Young Professional Award – Ron Smith

The award was not made at the January dinner meeting as planned. The award will be made at the February meeting instead.

 

NEW BUSINESS

 

·        Substitute for David Peters

Michael Swartwout will represent David Peters, our University Advisor, at Council meetings. Michael is the faculty advisor for the AIAA Student Section at Washington University.  Dave is unable to attend our regular council meetings this semester due to a teaching conflict.

 

 

·        Nominations for New Officers

Vice-President Andy Hesketh will chair the nominations committee. Walt Reschke will help. Other volunteers are welcome.

 

·        Student Conference Papers

Larry Brase has asked for help with providing the judging for the student conference. At least 20 technical judges are needed to review the papers beforehand. In addition, 12 to 15 audio judges are needed to be present during the presentations on April 18-19. The section should also help provide coaching for the student presenters, members for the career enhancement panel, lunchtime speakers, and award dinner speakers. A tour of the Prologue Room could be arranged, if possible.

 

·        Washington University Aerospace Engineering Revival

Mike Swartwout reported that Ramesh Agarwal has returned to Washington University from Wichita State. Based on his experience in Wichita, Ramesh is interested in reviving the aerospace engineering curriculum. This would also be an answer to long-standing student requests. There is the 10 year plan to expand the Mechanical Engineering department into Mechanical and Aerospace Engineering. For the short term, there is a proposal to add a minor in aerospace engineering. Aero courses would be introduced at the sophomore level. Boeing would be looked to for assistance in teaching aircraft design classes.
