Council Meeting Minutes

Mike called the meeting to order at 4:35 p.m.

 

OLD BUSINESS

 

·        July Minutes – Bob Dowgwillo

·        Treasurer’s Report – Karen Copper

Account balances are: Checking - $2800.14, Savings - $3476.91 for a total of $6277.05

Ken has received an email from Dianne Chong about nominations for Region V awards.

 

Membership – Tim O'Brien

Tim is working on the procedure to allow membership dues for a Boeing employee to be deducted from his/her paycheck. He is looking at how the Amelia Earhart Society does this.

 

 

Newsletter – Dave Morgan

Mike is working on the August newsletter. He invited Mike to submit a regular article for the Chairman's Corner column. There was general interest expressed on finding ways to use the newsletter to improve networking among members.

 

Pilot Education – Jeff Larrick

Pre-College Outreach - Open

 

Programs – Walt Reschke

Walt presented an update to the 2002-2003 program plan. Discussion of the plan included the following:

 

September 2002 - INCOSE will handle the reservations for the joint AIAA / INCOSE tour of American Airlines Flight simulators. No more than 30 people can be accommodated.  Carrie K. will call Bill Bezdek of INCOSE about a flyer.

 

October 2002 - By the assent of the council, the lecture on X-35 flight testing will be joint event with the Society of Flight Test Engineers. We will use the AIAA ticketing system.

 

November 2002 - The council approved further work on budget and affordability for a section gathering at the ongoing "Lindbergh Exhibit" at the St. Louis History Museum. The section would pay for AIAA members. These members could then use the available Boeing coupon for free admission of a guest. The section costs may be reimbursable under Region V Cat III and/or Evolution of Flight funds. The exhibit takes a minimum of one hour. A catered reception in the museum restaurant could cost about $5000. Would Boeing support be available for this? It may be possible to feature an appearance by Eric Lindbergh. The section would have to cover the cost of airfare and hotel.  External publicity will be needed. Karen noted that the council should consider gaining net income from the event. Thus, it is desirable to have special features open to the public, as was done for last year's Liberty Bell 7 program at the Science Center.

 

April 2003 - The section may consider cost sharing the fuel in support of Experimental Aircraft Association Chapter #32 Young Eagle flights.

 

Possible Fossett Balloon Flight Program - Mike Swarthwout is sure he could get a member of Steve Fossett's solo balloon flight mission control team if Fossett himself should prove unable to participate in a program about the flight.

 

General - Mike, Walt, Rudy, and Ron met with Bob Krieger, the new VP of Engineering for IDS. Bob is a former active AIAA Council member. He supports AIAA and will encourage his staff to participate. They also discussed using the technical fellow to rejuvenate the Technical Specialists Meetings. Mike has spoken with Denny Elking in this regard.

 

Public Policy – Dick Pinckert (temporary)

Publicity (Internal) - Carrie Kniker

Carrie is working on the publicity for the September program.

 

Service Projects – Open

 

Strategic Planning – Larry Brase 

Further work is pending the definition of the section program plan.

 

Tech. Specialist / Mini Symposium – Ron Smith

Our current education budget is severely underrun. Could these funds be used to support the re-invigoration of Tech. Specialist meetings?

 

Webmaster – John Donigan

An updated roster of council members has been added to the web site.

 

Young Members - Open

 

Young Professional Award - Dwayne Car

NEW BUSINESS

 

·        Council Elections

The untimely transfer of chair-nominee Andy Hesketh has disrupted the timetable for elections. Consequently, we currently are running afoul of the by-laws. Ron Smith will examine the by laws to see how they apply to our situation.

 

·        Region V Pre-College Outreach

Karen Copper has been appointed Deputy Director of Pre-College Outreach for Region V.

 

·        New Council Meeting Schedule

Several members of the council have ongoing conflicts with our usual Monday afternoon meeting times. Also, several of the members travel regularly, and are not in town to attend meetings. To mitigate this, Mike invited discussion of alternatives. As a result, our council meetings will remain on the first Monday of the month, but will be held over lunchtime, from 11:30-12:30. The current 2E conference room will be used, if possible. A speakerphone will be available in the room to support a meet-me call format for those unable to attend in person. The first such meeting will be on 9 September (September 2 is unavailable because of the Labor Day Holiday). Bob Dowgwillo will help set up the new arrangements.

 

·        Attendance Chair Schedule Conflict

Dave Debrestian's commitments will not allow him to attend several of the planned programs. The council agreed that he does not have to attend the events to serve as attendance chair. Karen offered to cover Dave's responsibilities at the events, if needed.

 

·        Leadership Conference

Mike reported that his attendance at the AIAA leadership conference was well worth the trip. He found that the Rocky Mountain group has had the same challenges with management involvement and effective use of technical fellows. He noted the other sections don't have the advantage of a major company like Boeing that can take the lead. Mike reported receiving the 2002 edition of the Technical Activities Manual.

 

·        Discussion of Arrangement Details for the September Program with INCOSE

Walt provided some additional information on the very popular American Airlines simulator tour. There is no cost for the tour. However, only 30 people can be accommodated. Though the tour is technically open to the public, there is little chance that there will be spaces available for non-members. Accommodation is first come, first served, except that those on the waiting list for last year's tour will have first refusal. Soft drinks and cookies will be served.

 

·        Technical Committees

The council expressed a desire to have occasional informal reports about the activities of the national Technical Committees (TC).  We will aim to have the first such report at the September council meeting. Dianne will help coordinate this. There are two new TC's this year: Systems Integration and Logistics. The section needs to find candidates for these.

 

·       Next Meeting is 9 September 2002 at 11:30 a.m.
