Minutes

The meeting was called to order by Peggy Holly at
5:10 pm.

OLD BUSINESS

Minutes from December Meeting Minutes were accepted with one clarification: Joe Stemler has requested a 50-Year pin for William
Briggs. The pin has not yet been received from National.

Region V Representative Larry Brase
The Region V representatives will be meeting on
January 15 at the AIAA conference in Reno, NV.
Larry Brase has been asked to be the chief judge at
the St. Louis Student Conference, to be held on April 18-19 at Parks
College. He is now assembling the
judging team. A question was raised about the possible conflict of interest in
using faculty members from the participating schools as judges. There will be a
Region V meeting held in conjunction with the conference on April 20.
Peggy Holly distributed copies of the latest Section
V status report. This report was sent to Region V on 7 January. She noted the
lack of section activity over the past few months.

Career Enhancement Steve DUrso
Steve presented charts outlining his thoughts on
career enhancement programs. Two programs were proposed. The first, geared
toward students, would be offered in conjunction with the Student Conference in
April. A second would be offered in May to the membership at large in May,
before the annual banquet. Both would feature a panel discussion format, with
questions from the audience. The membership of the panels would be different
for the two programs. A suggestion was made to create a video recording of the
events. Council members are urged to email Steve with any recommendations for
panel members.

Honors and Awards Ray Cosner
Ray has received the records of last year's activity
from Catherine Sabinash. He is planning to solicit for nominees in March.
Membership Joe Stemler
Joe is looking for the names of those who accepted
the free trial membership to show up on our roster. In particular, he will
check on the status of John Lockard's membership. The council requested that
Joe send information about the upcoming joint meeting to all those who had
expressed an interest in membership.
Newsletter Dave Morgan
Dave made an appeal for more material for the
newsletter. We must issue the newsletter if we are to realize the income from
the advertising. A suggestion was made to solicit for guest columns about
issues germane to AIAA. One source of topics could be conference papers from
local authors. Two potential topics: 1) comments on the upcoming Congressional
Visit Days visit, and 2) current defense procurement practices.

Public Policy Dick Pinckert
Diane Chong has offered to help with this committee.
The fallout from the 9-11 events may affect the
annual Congressional Visit Days in Washington D.C.
The upcoming Engineer's Week on February 17-23 will
count as public policy activity. He is looking for people to help with the
Week's activities. Information is available on a Boeing Web Site via Randy
Meyer from Boeing Community Relations.

Strategic Planning - Larry Brase
Larry is awaiting a response from the Los Angeles
Section about their survey. He plans to have another meeting before the end of
January.

Chairperson
Young Professional Award Ron Smith
Considering awarding the Young Professional Award at
the January 15 meeting.
· Technical Committee Nominations
Peggy provided some feedback on the state of
nominations of Boeing personnel to AIAA technical committees (TC). Last year
Boeing had 40 St. Louis-based people on the TC's; this year it has 30. Lockard
was approached about the problem, and Boeing is now being more pro-active about
getting the right people on the right committees. Nominations for 2002 TC
membership were closed on 1 November 2001. Nominations will open again this May
for 2003 TC membership. However, so far there has been limited response from
the functional department heads. It is thought that the work from upper
management is not getting out the department heads. Rudy Yurkovich will be
sending out an email remainder to them. We need to find out where we are
lacking TC representation and who is to do something about it.
NEW BUSINESS
· Draft RAC V Report
Peggy distributed a draft of the latest report.
· Substitutes for Parks, Washington University Council Members
Both Marty Ferman (Parks) and David Peters (WU) have
notified the council about an ongoing conflict with classes that prevents them
from attending the regularly scheduled council meetings. However, the council
recognizes that representation of the local schools is important. Moreover, two
of the last five council meetings have lacked the quorum necessary to conduct
business. Therefore, a motion was made and carried to contact Marty and David
and ask them each to select a substitute that can attend the council meetings
in their behalf. The Secretary will make the contact.
