Council Meeting Minutes

 16 January 2003

Mike called the meeting to order at 4:30 p.m.

 

OLD BUSINESS

 

·        December Minutes – Bob Dowgwillo

Walt moved to accept, Rudy 2nd. Motion passed.

 

·        Treasurer’s Report – Karen Copper

Major transactions since the last meeting: 1) Lindbergh Exhibit - $261.36, 2) Dec. Dinner Meeting - $630, 3) Postage - $150.

 

Balances as of 15 January:

      Checking      $4968.35

      Savings      $3517.65

      Total          $8486.00

 

Our tax-exempt status will soon expire. Renewal forms have been submitted to the state. The Airport Marriott needs a copy of our tax exemption letter on file. They may charge us tax, but we deduct it from the bill before paying.

 

·        Region V Report – Mike McCoy for Peggy Holly

The RAC conducted regular business at the Reno conference. A report on our section activity was submitted. Based on the reports, we are as active if not more active than other sections.

 

The next student conference will be this spring in Denver. There should be a RAC meeting associated with this conference. The conference will be the topic of discussion at the RAC telecon in late February  / early March. The section will be asked to help fund the student conference.

 

There will be a RAC meeting on July 2-3 in Dayton.

 

 

·        Committee Reports:

 

Arrangements – Rich Treffeisen

January: Walt, Larry, and Mike will meet the speaker at his hotel at Union Station and escort him to Washington University for the program.

 

March: Greg Burton will be the featured speaker, which will attract the product support audience.  Mike M. will work to get the topic defined. Poor communication by Boeing Facilities has made planning difficult. The first floor in Bldg 100 is due to be renovated in March, reducing the days the area will be available for our event. After some discussion, we decided to keep the meeting on the 20th in the Prologue Room and auditorium. There will already be a group using the auditorium that afternoon, but we should have access by 5:30 p.m. Our backup location will be the newly renovated Cafι on the same floor. Our second backup could be the Bldg. 33 auditorium

Historian – Mike McCoy for Fred Roos 

Our proposed Washington University site has been tentatively selected for an historic aviation marker. Some revision of our application is needed. The committee will continue to look for additional sites. We should contact the St. Louis 2004 Committee about participation in the marker dedication.

 

Honors & Awards – Mike McCoy for Ken Blackburn

Dr. Knischic? Will be recognized for his work in organizing last year's student conference at St. Louis University. We need to contact Dr. Kay Bapp about the award.

 

Membership – Mike McCoy for Tim O'Brien

The St. Louis section currently has 502 members, of which 452 are professional.

 

Newsletter – John Donnigan for Dave Morgan

The latest newsletter is out.

 

Pilot Education –  Jeff  Larrick

The safety seminar is set for January 25th, from 7:30 a.m. to 1 p.m. at Parks College. Only a few small details need to be wrapped up.

 

Pre-College Outreach - Karen Copper

Karen has accepted the chair for this committee. The RAC V outreach committee has new information and programs in the planning stage.

 

The program "2003: Expanding Horizons in Science and Math" will be held at Forest Park Community College.

 

Marty Long and Ken Blackburn will be helping with the next paper airplane contest.

 

Karen proposed that the section help with the EAA's Young Eagles program on May 3rd. Section funds will be spent. Two advertising efforts will be needed: one for participants, and another for ground crew. Walt offered to act as the point of contact.

 

Mike asked and received the sense of the council to pursue this program. Walt will contact George Stevenson of the EAA. Carrie will get announcements in the Boeing News Now. National will be contacted for literature to pass out at the event. Council members were asked to begin now to solicit youngsters to participate. Walt will keep a tally. Our target is 100.

 

The excess Cat III money from the Lindbergh Exhibit has been used to purchase 21 items for prizes and awards for future events like the Science Fair and Trivia Night.

 

This year's trivia night will introduce individual ticket sales. Teams will be formed as needed from the individual players.

 

Programs – Walt Reschke

 

January: The SETI program will be held on Thursday, 23 January. Mike S. at Washington University has sold 14 tickets so far. Interest at SLU is slow; Kay Bapp is posting new flyers.

 

February: Dr. Magnus will speak on 13 February at the Engineer's Club. The section will not subsidize the tickets to this event because of the low ($18) cost.

 

May: The Young Eagle's program we will help with will be on 3 May. Later in the month we hold our annual awards meeting. We will need a Lindbergh Award nominee.

 

Public Policy – Mike McCoy for Dick Pinckert (temporary)

Congressional Visit Days are set for 8-9 April. National will provide $500 to the section to help defray the cost of attendance. Larry and Dick are both interested in attending.

 

Publicity (Internal) - Carrie Kniker

The flyer for the January event is out. The February flyer will go to graphics next week. The plaque for Dr. Magnus will contain the logos for all the sponsoring organizations.

 

Service Projects – Tom Mroczkowski

No report.

 

Strategic Planning – Larry Brase 

Larry will follow up with Reg Varga's about Boeing membership on the national technical committees.

 

Tech. Specialist / Mini Symposium – Ron Smith

No report.

 

Webmaster – John Donigan

The website was down four days while being placed on a new server. Mike McCoy noted he has directed new members to the site.

 

Young Members - Open

No report

 

Young Professional Award - Dwayne Car

A solicitation for nominees will be placed in the newsletter. Dwayne will also contact Ron Smith. An explanatory memo with nomination form will be passed up the engineering management chain.

 

 

 

NEW BUSINESS

 

 

·        Possible By-Law Amendment

Mike needs to discuss an amendment to drop advisors from the quorum count with Ron Smith.

 

·        New Section Council Meeting Time

Our monthly section meetings will be on the first Thursday of each month. The new meet-me call number is… 

 

·        AIAA National Design Award Nomination for the Bird of Prey

Ron Smith had reported to Mike that it is too hard to get this award for other than an individual. Bob Dowgwillo suggested having the program test pilot accept the award for the BOP team. Mike McCoy will contact Ken Blackburn about getting the application package from national. Chris Rice has volunteered to prepare the nomination paperwork.

 

·        Trivia Night

Karen solicited the membership for door prizes.

 

·        Election Balloting

The Teller's Committee of Jeff Larrick and Dave Morgan met on 16 December 2002 and tallied the 61 ballots received. The results were:

 

Chairman: Mike McCoy, 60

Vice-Chairman: Gary White, 59

Advisor: Larry Brase, 58

Advisor: Dave Riley, 59

 

Jeff moved to accept the report. Bob Dowgwillo 2nd. Passed.

 

The ballots were returned to Bob Dowgwillo for destruction. Bob will inform Dave Riley of his election.
