Gary White called the meeting to order at 4:35 p.m.
The eleven members in attendance did NOT constitute a quorum.
OLD BUSINESS

February Minutes

Karen noted that the attendees at the Paper Airplane contest should be changed to 28 from 26.

Major expenses since the last report include $375 for Science Fair prizes.

Karen
called into the meeting, but the hotel phones were having technical problems
requiring call-ins to try 20 minutes later.
The RAC V meeting minutes have been provided by Elizabeth Carter.
Sections
were asked to have their annual reports and budgets submitted by 30 June.
Thirty
Fellows and four Honorary Fellows have been selected for 2003. Nominations for
2004 Fellows are due 15 June.
This
years student conference went well. All section supported the conference at
the requested amounts except Iowa.
A list of science
teachers located in Region V is being compiled. Section Chairs will be
contacted to encourage them to contact these teachers and inform them about the
educator associate membership.
The next
teleconference will be held on Tuesday, 3 June 2003 at 11 RMT, 12 CDT and 10
PDT.

Reports:
Arrangements Harold Treffeisen
No bill has been received for the Greg Burton meeting. Dev Banerje's charge number should cover all the costs. The finger food offered was not that expensive and seemed well received by the attendees. We should consider this for future programs.
May 21: We have the Airport Marriott booked for the Awards Banquet. We have guaranteed 75 persons. The room can seat up to 125. Harold needs the final count for the head table and the audio-visual requirements for the presentation. We need to make a special effort to get attendance support from the UCAV program. Carrie noted that the flyer is being finalized. Karen suggested we include a May 15 RSVP date.
Harold noted that our tax letter has been faxed to five Marriott locations. However, we still get billed for taxes. Karen acknowledged this has been a continuing problem. She just subtracts the taxes from the bill before paying.
Attendance Dave Debrestian
Dave has turned in the ticket sale money for the Burton and Magnus programs to Karen.
Karen and Dave suggested we consider increasing the program-only ticket price. Karen noted the current $1 fee doesn't cover the costs of non-dinner items that we incur for a dinner meeting. A figure of $3 would be more appropriate.
Karen asked if we would be responsible to cover any of Bob May's travel expenses for the May meeting. Walt will be contacted.

There was a good student turnout for the trivia night.
Washington University has approved the establishment of an Aerospace Engineering degree program as part of the Mechanical Engineering Department. The program is in the accreditation stage, and is due to be offered in September.

We are set for the upcoming awards night. No bill for the award plaques has been received yet. Karen suggested that we send letters of invitation directly to the Science Fair winners, since the Science Fair organizers have not been diligent about doing this in the past.

Pre-College Outreach - Karen Copper
The signups for the Young Eagles Day has reached 131
so far. Nine AIAA members have signed up as volunteers, out of a total of 40.
Volunteers should plan to arrive at the airport at 8:30 a.m.
There will be information packages from St. Louis
University, AIAA, and others.
Jackie Jackson will attend and Boeing product DVD's
will be played. The AV-8B will not appear.
Karen requested the council approve a budget of $100
for volunteer refreshments. Sixty dollars of this will come from money left
over from the paper airplane contest.
Karen has prepared her end-of-year report for the
section annual report.

There is a new bill that had just
been put forward currently known as "The 2nd Century of Flight
Act". Sponsors are Senators
Christopher Dodd (D-CT), Ernest Hollings (D-SC), and Sam Brownback (R-KS). We were informed of this by Maggie C.
Nelson, Legislative Assistant to Brownback, and she said that the bill
addresses many of the nine issues identified by AIAA. We provided copies of the bill during our afternoon meetings with
representatives for Congressmen Tiahart, Gephardt, Akin, Clay, and
Skelton. Each office said they would
support the bill.
Dick noted that the Young Eagles Day
has public policy implications. In particular, Jackie Jackson is a state
representative.
Karen will send Dick a copy of her
Pre-College outreach report.
Larry reported interest but no
monetary support from other organizations to sponsor an appearance of the
Wright Flyer replica during Fair St. Louis. The AIAA website shows the current
tour schedule for the replica. More information can be found at

Publicity (Internal) - Carrie Kniker
The flyer for the awards night will be finished
tomorrow and then will go to duplicating.
The flyer needs to be distributed as quickly as possible to encourage a
good turnout for the event. Carrie asked that council members post copies of
the flyer in their work areas.
The awards night printed program is in work.
The section made five awards of $75 each to Science Fair participants.

Young Professional Award - Gary White for Dwayne Car
Three awards were made as part of the Greg Burton
program at the March 20th meeting. The winners were Robert Sutton,
Brian Richardson, and Jason Gehlbach.
NEW BUSINESS
· Technical Fellow Nominations
Dianne, via email, noted the deadline for Boeing Technical Fellow nominations is June 15. The deadline for Associate Technical Fellow nominations has passed.

Nominations for
New Section Officers
Bob had authored a letter to AIAA
members for nominations for section council officers and advisors. However,
Dave Morgan did not see the letter and it has not yet been mailed out. Bob will
modify the letter to move back by one week the closing date for nominations and
elections and forward it to Dave for mailing as soon as possible.
