January: Rich is looking for a different venue for the Jan 23 SETI presentation. Mike Swarthwout could help with securing a room at Washington University, perhaps with assistance from their Earth and Planetary Sciences Department. St. Louis University hosted the last student conference and can provide catering.

Historian Fred Roos
The Background and Data Gathering work has been completed for the Jefferson Barracks historic aviation site. Fred met with the curator there and secured maps and photographs. Next, Fred will contact Bob Dowgwillo and Larry Brase to discuss the findings and come to a consensus on the committee's final recommendation to the council. The final package needs to be ready for the annual AIAA meeting in Reno in January.

Education Jeff Larrick
The plans are in place for the event on January 25,
2003, at Parks College.
The outstanding issue is Boeing's role in the
future, since we can no longer supply the venue. Jeff suggested we change to being a contributing sponsor instead of
an organizing sponsor. He does not believe this will have an adverse affect on
the success of the event. Jeff moved the section contribute $250 toward the
event. Karen seconded. Passed unanimously.
Walt Reschke noted that the security level for
Boeing's Bldg. 33 (the traditional venue) has been reduced over the past few
months. Mike M. directed that we revisit the possibility of a return to Bldg.
33 next year.

Programs Walt Reschke
December: Richard Hallion's presentation is set for
Tuesday, 10 December, at the Airport Marriott. We still need an announcement in
the Boeing News. Carrie should handle this.
January: The SETI program will be held on Thursday,
23 January.
February: This will be a joint meeting with the Society
of Chemical Engineering featuring Dr. Sandra Magnus, a Space Shuttle astronaut
with a recent mission to the International Space Station. Larry noted that Dr.
Magnus' last appearance here was also a joint meeting (among four
organizations) and was very successful.
May: This will be our annual awards meeting. We will
need a Lindbergh Award nominee. (The Lindbergh Award recognizes someone who has
improved the local quality of life through aerospace.) The guest speaker is
usually associated with the award. Mike will work with Walt and the council
Advisors to come up with a nominee.

The St. Louis Science Fair is in April. We traditionally participate on two levels: 1) present and AIAA award of $300-$500 for an aerospace-related topic, and 2) provide three to five judges. Gary White is forwarding an information package to Tom. Winners of the AIAA award are invited to our May awards banquet. Karen noted that we have $375 budgeted this year for this event, and asked that information be placed in our newsletter. Walt suggested that we present to Science Fair participants certificates promoting the EAA Young Eagles program.
Strategic Planning Larry Brase
Larry needs to follow up on Reg Varga's email expressing his support for the national technical committees. He also plans to meet with department heads at Boeing to get their support.

NEW BUSINESS

Possible By-Law
Amendment
Mike noted our advisors typically are on travel much
of the time and have trouble participating in our monthly sectional meetings.
He suggested we amend our section by-laws such that the advisors are not
considered part of the quorum. Mike will discuss this with Ron Smith. Bob
Dowgwillo noted that the 12 attendees at today's meeting are the minimum required under the current
by-laws.

New Section
Council Meeting Time
After a review of council members' preferences, Mike suggests we move the monthly section meeting to the first Thursday of the month, and try this for the next three months. So, our next meeting will be on Thursday, 2 January.
· Excess Cat III Funds from Lindbergh Exhibit
Larry Brase noted that our Lindbergh Exhibit attendance subsidy cost only $56 of the $300 we had received in Cat III Funding. The question is, what can / should we do with the remainder of the money? We would rather put it to good use rather than simply return it. Larry is writing a report on the Lindbergh Exhibit program and would like to include a plan for the excess money. He explained that Cat III money is allocated for "unique circumstances". Whatever we decide to do would be subject to Region V concurrence.
Several ideas were floated. Karen suggested 1) we apply the money to another, qualifying activity, like the EAA's Young Eagle program or 2) we purchase education material and donate it to schools. Walt suggested we use the money to purchase a "souvenir" of the Lindbergh Exhibit for presentation to the winner of the Lindbergh Award. Larry suggested we apply the money toward awards for the upcoming Science Fair.

AIAA National
Design Award Nominee?
Mike that the recently unveiled Bird of Prey (BOP) would be a worthy candidate for this year's AIAA design award. The head of Boeing's Department 352 suggested nominating the entire BOP team. However, the customer doesn't want specific individuals identified with the BOP program. Only the pilot can be so recognized.
Walt noted that Ron Smith has had success in the past with awards of this type for McDonnell Douglas and Boeing. Walt will contact Ran to discuss how we might pursue the BOP nomination.

Balloting
Bob Dowgwillo announced that 61 ballots had been received by the closing data. These ballots will be forwarded to the Teller's Committee formed by Mike for counting.
