Lack of a quorum at the October meeting prevented formal acceptance of the minutes.
No additions or corrections to the minutes were offered. Karen moved to accept, Larry 2nd. Motion passed.

Arrangements Rich Treffeisen
December: The ongoing renovations to Bldg. 100 could interfere with the plans for our meeting. The Prologue Room may not have water. Thus far, Facilities has not been forthcoming about the plans and schedule for the work. Rich expects a schedule from Facilities on Wednesday. We should consider moving the meeting to the Marriott hotel.
Mike McCoy noted that, if we use the Executive Dining Room in Bldg. 100, Dev Banergee has agreed to cover the $1150 charge for ARAMARK's catering. All agreed to wait on the update from Facilities.

Mike Swarthwout noted that Washington University is celebrating its 150th anniversary this year. The school will sponsor a series of historical seminars throughout the year. Some of these programs have an aerospace orientation. The programs will also be available via WebCast. See mase.wustl.edu, seminar page, for more info.
Historian Mike McCoy for Fred Roos
The Parade Ground at the Jefferson Barracks is still part of the National Guard area and should offer a good site for an historical plaque. Jefferson Barracks is expecting a call from Fred Roos on the topic.

Pilot
Education Jeff Larrick
Boeing Security, via Jerry Olsen of Shared Services,
has informed us that, for the time being Bldg. 33 is NOT available for use by
non-Boeing people. Consequently, the next pilot safety program will be held
again at Parks College. The date is January 25, 2002. FAA flyers for the event
will be coming out in a few weeks.
Jeff suggested we might become a contributing
sponsor instead of an organizing sponsor. Currently, the AIAA makes no direct
monetary contribution to the event. Karen asked what amount he had in
mind. Paying for a new venue for 500
people could cost $1000. Jeff noted that catering the event costs about $500;
perhaps a $250 donation would be appropriate. Dick noted that the safety
seminar is used as public outreach and might qualify for support from that
budget. Mike McCoy noted there was no need for a decision now. He asked Jeff to
see what other organizations would be willing to take our place as an
organizing sponsor.

Programs Walt Reschke
Our next three events are lined up and we are firming
up the arrangements. Washington University or St. Louis University is being
considered as the venue for the SETI program. Mike McCoy and Mike Swarthwout
will explore this as part of a visit St. Louis University to discuss
participation in AIAA activities.
Public Policy Dick Pinckert (temporary)
After Election Day, letters will be sent to the elected officials about the AIAA St. Louis Section with an invitation to participate in Congressional Visit Days. We should also plan to invite our local politicians to any historical plaque dedication. Public attendance at our events needs more encouragement. The upcoming December and January programs should be announced in the newspaper. Dick also noted we need to get our events on Reg Vargas calendar earlier.
Publicity (Internal) - Carrie Kniker
The flyer for the December meeting is in work. Larry
suggested we should put what information we know about the event in the next
newsletter.
Tom is awaiting a response from the Science Fair organizers. The next fair will be April 7-15, 2003.
Strategic Planning Larry Brase
The section has support from Reg Varga. Reg sent an e-mail to his direct reports requesting their support of AIAA. With this endorsement, we plan to visit functional heads to solicit nominations (and a succession plan) for Technical Committees.

Mailing List
"Scrubbing"
Mike McCoy noted we mailed 487 pieces in August. We are now down to 300 pieces external, with another 300 pieces Boeing internal.

Ray Cosner
Resignation as Section Advisor
Ray has stepped down because of scheduling conflict
that will keep him from participating in our mid-day section meetings. The
imminent mailing of the ballots has been delayed, since Ray was on the ballot.
However, the remaining two candidates are adequate to fill the vacant
positions, so an immediate replacement is not necessary. Mike McCoy suggested
we might not have to include the section advisors in the quorum count.

New Section
Council Meeting Time?
Noting Ray Cosner's resignation and the lack of a quorum for the October meeting, Mike McCoy is reconsidering our meeting time. Each section members is asked to email Mike a preferred day and time slot. Bob Dowgwillo will broadcast the request via email.
Dick noted that Mondays are usually the best days for a meeting since most people are not traveling then. It was also noted, however, that regularly scheduled intra-Boeing meetings present the biggest conflict.

Next RAC-V
Meeting
Larry announced that the next meeting will be at the Aerospace Sciences Conference in Reno, NV, on January 5 - 9, 2003. Larry Brase, Karen Copper, and Mike McCoy plan to attend.

Technical
Committee Nominations
Mike McCoy reviewed this with Reg Varga. However, the results are not known yet. However, we have Reg's attention now, and the nomination process should work out better next year. Larry noted we need to make these nominations part of our strategic planning.

There was general agreement that the October section meeting program on the X-35 flight test program went very well.
