Council Meeting Minutes

Mike called the meeting to order at 4:30 p.m.

 

OLD BUSINESS

 

·        January Minutes – Bob Dowgwillo

The minutes were approved with no dissent.

 

·        Treasurer’s Report – Karen Copper

No Report. Karen is out of the country on business.

 

·        Region V Report – Peggy Holly

No report.

 

·        Committee Reports:

 

Arrangements – Rich Treffeisen

March: The meeting will be at the Prologue Room Auditorium, Bldg. 100. We will not be able to set up for our meeting until 5 p.m. because another group will be using the facility beforehand. Greg Burton is the featured speaker. Melissa Halenbeck will not be available to introduce Burton. We will try to enlist Regg Varga.

 

Attendance – Dave Debrestian

No new information. Dave is gathering the ticket receipts and the attendance numbers for the SETI meeting.

 

Career Enhancement – Open

 

Education – Council for Mike Swartwout 

We have McMillan Cafe reserved on Saturday, April 19th for the AIAA

Trivia Night.  Mike picked that date as a starting point, and doesn’t anticipate any problems switching to another Saturday in April.  McMillan Cafe is tucked away in a corner of campus that is hard to find from on-campus but easy to find from off-campus (it's next to the parking structure). Best of all, there is NO charge!

 

Also, this year we will make individual tickets available, collecting the individuals into tables as required.

 

Larry Brase moved that the date be set for 19 April; Bob Dowgwillo 2nd, passed.

 

Historian – Fred Roos

Honors & Awards – Mike McCoy for Ken Blackburn

Mike M. will contact Ken about preparing for the May awards meeting.

 

Membership – Tim O'Brien

Newsletter – Dave Morgan

Dave stopped the distribution of the newsletters with the Magnus meeting announcement. The issue has been reprinted with "Postponed" added to the announcement. A new link has been added to the Section web site. We need to get rid of the old link.

 

Pilot Education – Jeff  Larrick

Jeff submitted the following report in his absence:

 

The Super Safety Seminar on 25 Jan was another great success. About 275 people attended and enjoyed the programs presented. The presentation by Bruce Lansberg of the AOPA Air Safety Foundation was both informative and entertaining. Bill Riecke, Chief Pilot from NASA Glenn Research Center, presented a video on icing for general aviation pilots was eye opening; the techniques and facts will be very useful to attendees that encounter icing. The popular annual session with FAA managers affords pilots in the audience a chance to ask questions to FAA managers. As usual, this session had more questions than time allowed. The runway safety update by Denny Lawson from the FAA Runway Safety Program pointed out recent reductions in runway incursions/incidents and offered access to tools to help all pilots continue the improvements.

 

Pre-College Outreach - Open

Mike encouraged AIAA members to participate in the upcoming Engineer's Week.

 

Programs – Walt Reschke

January: The SETI program Thursday, 23 January, was very successful. Dr. Shastak was very encouraged and satisfied with the large turnout.

 

February: The Columbia accident has caused NASA to suspend public relation appearances by the astronauts. Hence, the scheduled program with Dr. Sandra Magnus has been postponed. There is a possibility the program can be rescheduled for March 6.

 

March: Greg Burton is still scheduled as speaker.

 

May: The section will assist with the EAA's Young Eagles Program day on May 3. We now need to begin solicitation for volunteers and participants. We should start by adding the information to our web site. Walt is the point of contact for anyone wishing to volunteer to help. Larry suggested we include information about Young Eagles as part of the Engineer's Week package.

 

Public Policy – Larry Brase for Dick Pinckert (temporary)

Congressional Visits Day is approaching (07-08 Apr 03). Larry Brase, Mark Holly, Leon McKenny, and Yoshi Nakai (Region V Deputy Director – Public Policy) have expressed interest in participating. Dick is not now planning to go. National offers participants a $500 stipend to help offset the costs of travel.

 

Publicity (Internal) - Carrie Kniker

Carrie will reissue the announcements about the Dr. Magnus program when a new date is set. About 25 AIAA members had signed up to attend.

 

Flyers about the March meeting are ready to go.  Flyers for Trivia Night and the Young Eagle's day are in preparation.

 

Service Projects – Tom Mroczkowski

The St. Louis Science Fair is in April. Judging is Friday, April 11. Awards are presented on April 15. Historically, the section supplies three to five judges. In the next newsletter we will solicit for judges.

 

Strategic Planning – Larry Brase 

Larry plans to visit department managers to get support for participation in the AIAA Technical Committees. He will start with the divisional directors, then visit department heads.

 

Tech. Specialist / Mini Symposium – Ron Smith

No report.

 

Webmaster – John Donigan

No activity to report.

 

Young Members - Open

No report

 

Young Professional Award - Dwayne Car

We have two candidates for the award this year: Robert Sutton and Brian Richardson. Larry recommended Dwayne get other council members to help review the nominations and make a choice. Mike McCoy and Gary White offered their help. There are specific criteria and standards that need to be considered.

 

The award will be made at the March 20th meeting. Dwayne needs to know the winner at least ten days in advance so he can get the trophy, which should cost about $30. The section will also pay for dinner for the awardee and spouse.

 

 

 

NEW BUSINESS

 

 

·        Possible Wright Flyer Appearance in St. Louis

Walt announced that we could get a replica of the Wright Flyer here for an appearance during Fair St. Louis on the Arch grounds. The cost will be $30,000. We will also need AIAA members to watch the airplane and answer questions throughout the three days of the event (Friday, Saturday, and Sunday). It will probably be necessary to be with the aircraft 24 hours a day during this time.

 

Walt has sent a note to Boeing marketing and communications inquiring about Boeing sponsorship. Boeing is currently a big supporter of the Evolution of Flight Program.

 

Larry suggested we consider gathering co-sponsors for the event. He noted that National would supply up to $5000 for a student event. Perhaps participation by Parks College and Washington University would allow us to tap into these funds. Walt suggested the Engineer's club.

 

Mike asked Larry to report in the March meeting about possible co-sponsors
