Mike called the meeting to order at 4:35 p.m.

February Minutes

Walt moved to accept the minutes; Jeff second, passed.
· Treasurer’s Report – Karen Copper
Karen reported an expense of $1300 as the section's contribution to this year’s regional student conference. Also, the pizza party associated with the SETI program cost more than we collected in tickets. We need to be careful about losing money on the meetings.

· Region V Report – Mike McCoy for Peggy Holly
Mike, Larry, and Karen participated in the regular telecon. We will receive a $500 stipend from Region V to defray some of the cost of participation in the Congressional Visits Day.

Reports:
Arrangements – Rich Treffeisen
March 19: This is the reschedule of the presentation by Dr. Magnus. Boeing is prepared to supply the audio-visual services.
April 20: Dave Spong has agreed to introduce speaker Greg Burton.
We will wait to the last minute (April 17) to order food for the event. We expect the cost to be $400 for 50 people.
May 21: We have the Airport Marriott booked for the Awards Banquet. However, there have been some changes to the contract terms. Our minimum guarantee is now irrevocable. Also, we must sign the contract much further in advance of the event. The current contract must be signed tomorrow.
There was discussion about what minimum to commit to. Typically, the awards banquet draws less than one hundred attendees. On the other hand, this year's program will have an Air Force speaker concerning a major Boeing activity - UCAV's. The sense of the council was that we would commit to a minimum of 75 attendees. We are expecting management to help secure a good turnout because of the speaker.

There were 81 paid attendees at the January meeting. Tickets are out for sale for the Dr. Magnus and Greg Burton programs.

Historian – Fred Roos
Fred is still waiting to receive a formal acceptance of our nomination for an historic aviation site from national. He plans to contact them directly. He expects the plaque dedication will be sometime at the end of this year or early next year. Mike S. reminded everyone that Washington University wants to target a notable event in December as part of their 150th anniversary celebration. This would provide a good opportunity for the dedication, thought the weather could be an issue for an outside event.
Honors & Awards – Mike McCoy for Ken Blackburn
Mike reported that Ken has resigned as committee chair because of his other pressing commitments.
We have one candidate for each of the five major annual awards. We council will vote on the winners during the meeting of April 3rd. Get list from Walt.
Tim has received a new section membership report from national. Walt and Karen asked for a copy.
Tim noted that the worksheet for the national section membership award puts a premium on having someone from the section nominated for a national office. Dianne has been encouraging the Region V sections to submit nominees. Since St. Louis is a leading if not the leading section, we should have a nominee.

The next newsletter is in work. Dave needs to update
the date for the trivia night.

No activity to report.
Pre-College Outreach - Karen Copper
On March 12, five AIAA women will be
going to Forest Park Community College to participate in the “Expand Your
Horizons in Math & Science” program.
On March 29 we will have the paper airplane contest
featuring Ken Blackburn. Karen moved that the council provide $225 for
refreshments. Bob 2nd. Council vote. Passed.
Programs – Walt Reschke
May: Young Eagles Day is on May 3. Walt is
assembling literature for us to distribute during the event. We have requested
information from national, St. Louis University, and Washington University.
They are pursuing an idea by Jeff to have Boeing test pilot in attendance. This
has led to possibility of having an AV-8B there as well. Walt has obtained
support from Pat Finneran. The EAA is
enthusiastic. We are currently looking into the infrastructure requirements and
issues for an AV-8B visit.
May: Ray Cosner has provided information on the
vendor for the award plaques. The vendor needs a six-week lead time to provide
the customized awards. Walt displayed a multifold program used in the past for
the awards banquet and suggested we adopt that format for this years banquet.
Graphics has handled the program in the past. Walt suggested we add a list of
award recipients to our website.
Public Policy – Mike McCoy for Dick Pinckert (temporary)
Larry Brase, Mark Holly and Leon McKenny will be attending the Congressional Visits Day from the section.
1903 Wright Flyer Replica – Mike McCoy for Larry Brase
The attempt to bring the Wright Flyer replica to Fair St. Louis is running into a financial hurdle. Boeing feels it is too committed with the other aerial events to extend further funding.
Publicity (Internal) - Carrie Kniker
Flyers are out for the Burton program and trivia
night. Next to go is the flyer for awards night.
Tom is getting ready to support the science fair. He will have an article in the next newsletter. Judges will be needed for Friday, April 11, with the awards presented on April 15.
Strategic Planning – Mike McCoy for Larry Brase
Reg Varga has expressed his support for continued Boeing support of the AIAA Technical Committees. Dave Riley asked about what budgets for technical committee support. Currently someone working in his group is working as a TC member but without a budget for travel etc. Mike suggested that Varga and Dev Banerjee be contacted about this. Mike has been asked to give a presentation to the Economics Technical Committee.

Young Professional Award - Dwayne Car
Three recipients have been selected for the award
this year: Robert Sutton, Brian Richardson, and Jason Gehlbach. The trophies
have been ordered, and will be presented on March 20th. Tickets
to the meeting will be provided for the recipients. The recipients’ managers will be asked to present the awards. We should also
present each recipient with a membership package.
NEW BUSINESS

Search Committee
for New Section Officers
Walt recommended we establish a search committee as
soon as possible for next year's council officers. We should have the new
officers available for the May 21 awards banquet. The current Vice Chair heads
the search committee.
· Trivia Night
Karen solicited the council members to help secure
door prizes for the trivia night. She has 12 items already. She asked each
member to provide two prizes. National might be a
source of prizes, too.
This year individual tickets will be sold as well as
complete tables. Teams will be formed from the individuals as necessary before
play begins.
