The attendees (11) did NOT constitute a quorum (50% of 25 council members = 13). Consequently, no official business could be conducted.
Mike called the meeting to order at 11:35 a.m.

Minutes – Bob Dowgwillo
No additions or corrections to the minutes were offered. However, lack of a quorum prevented formal acceptance of the minutes.
· Treasurer’s Report – Mike McCoy for Karen Copper
Mike presented Karen's report. Transactions since the last meeting: 1) $205 to ARAMARK for cookies and beverages served at the X-45 lecture on September, 2) $300 received from Region V for the November 9th Lindbergh event.

Arrangements – Rich Treffeisen
September: All costs for this event have been paid.
October: All arrangements for the X-35 dinner meeting have been made. We have the needed audio-visual equipment and the graphics for the flyer.
December: Presently, we plan to host Dr. Hallion’s presentation in Boeing Bldg 100. Up to 60 persons can be accommodated in the Prologue Room for dinner. Up to 80 can be accommodated in the Executive Dining room; the reception would then be held in the Prologue Room. ARAMARK is preparing an estimate for the cost of dinner, but it is expected to be expensive. A tended bar would cost $5.50 per person. An option is to move the event to a nearby hotel for a better price.

We had about 75 persons attend to X-43 program. Dave Morgan can provide information on the attendees at the American Airlines flight simulator event.
Tickets for the October meeting are going out. Dave D. will not be able to attend that meeting.

Historian – Fred Roos
Fred has a short list of three local sites for possible nomination as AIAA Historic Aviation Sites:
1) Louisiana Purchase Exposition Aeronautic Concourse, on Hilltop Campus of Washington University. This site was the location for the aeronautical events at the 1904 World’s Fair, which constituted the first aero competition ever held.
2) Original Cahokia site of Parks Air College. Parks was the first federally recognized aviation school.
3) Jefferson Barracks Parade Ground. This was the site of the first-ever parachute jump from and airplane.
Fred is collecting the necessary information about these sites. In particular, the sites must be accessible to the public to be considered. Mike McCoy offered to assist with finding more information about the Jefferson Barracks site.
The committee will recommend one site to the council. With the council consensus, Fred will then formally nominate the site to national.
Honors & Awards – Mike McCoy for Ken Blackburn
Mike reported that Ken is contacting the service award recipients to request their attendance at the next dinner meeting for presentation.

Pilot
Education – Jeff Larrick
The annual pilot safety program is set, but the
speaker is still TBD. He would like to return the event to the Boeing Building
33 cafeteria, where is was held for 26 years prior to last years event at Parks
College. The issue is security. Jeff has sent an email to Boeing's Director of
Security, and has the support of the local FAA administrator. Walt Reschke
noted that the security rules have been relaxed at locations with just office
space, like B-33. Parks College is being held in reserve.

Programs – Walt Reschke
Walt presented a status for this year's programs:
1) October: Dave Desmond of our Flight Test Pilots
office has agreed to introduce the guest speaker for the X-35 program. The speaker is planning to arrive at Lambert
the day of the event, which will simplify the arrangements.
2) November: We have the 1-4pm time slot available
for free attendance to the Lindbergh exhibit at the History Museum on November
9. There will be no special ticketing for this event. Members must show their
AIAA membership cards. The Boeing free pass coupon can be downloaded from our
website. Dave D. will make sure that our ticket sellers have copies of this
coupon for distribution. Karen will settle with the History Museum that day.
The flyers are out. We have received $300 of Category III money from Region V.
3) December: Richard Hallion is our speaker.
4) January: We have an AIAA Distinguished Lecturer
coming to provide a program on the Search for Extraterrestrial Intelligence. We
are still faced with the high room rates being asked by the Science Center.
Category III or IV money might be available from Region V to help defray these
costs. Bob noted that perhaps an appeal to the Science Center upper management
was in order, insofar as the institution receives significant public support.
Mike asked Bob to draft a letter for consideration.
5) Council members have been sent directions to the
Experimental Aircraft Association's (EAA) website about their "Young
Eagles" program. Walt noted that this program could be offered at several
airports in the area, not just at the local EAA chapter's home field in St.
Charles. He suggested we pick a weekend
in April for a Young Eagles event with the EAA. There is no cost to us, though
we could make a donation if we liked. We could certainly offer volunteer help
to run the event. Walt requested and received consent of the council to pursue
this activity.
Public Policy – Mike McCoy for Dick Pinckert (temporary)
Dick had to leave the meeting early. Our section has received a Second Place award for public policy for large sections. We will wait until the outcome of the November elections before sending letters to representatives and senators regarding the next Congressional Visits Day.

NEW BUSINESS

Washington
University Anniversary Celebration
Mike Swarthwout noted that Washington University is celebrating its 150th anniversary this year. The school will sponsor a series of historical seminars throughout the year. Some of these programs have an aerospace orientation. The programs will also be available via WebCast. Mike McCoy requested that Mike send any information about the seminars for distribution to the membership.

logistics for a program in 2003.

Committee Nominations
Mike reported for Dianne. Dianne has sent a list of the current membership on the national technical committees. Mike sent the list to Reg Varga. Reg has forwarded the list to the division heads. Deadline for nominations is November 1.
