August Minutes

Their has been no activity in our accounts; balances
are unchanged from August report: Checking - $2800.14, Savings - $3476.91.

The next telecon will be on Wednesday, 11 September, at 12 noon.

Reports:
Arrangements Walt Reschke for Rick Treffeisen
September: All arrangements are in place for the X-43 presentation.
October: The X-35 dinner meeting will be at the Airport Marriott. A room has been reserved. Dinner will be the chef's special at $25/person.

Tickets are out and selling for the X-43 presentation. This presentation is restricted to US Nationals. Non-Boeing US citizens should bring a passport or birth certificate. Boeing employees who are citizens can use their company badge. Someone will be posted at the door to check for citizenship.

Mike solicited section help for Washington University students working on their senior design projects. Mike noted that Operations Analysis is doing this already.

Honors & Awards Ken Blackburn
Ken has 10-20 service awards in hand, including one 60-year award. Ken plans to present these awards at the first dinner meeting. Tim O'Brien will provide Ken a current roster.
Tim has looked into using payroll deductions for AIAA dues. However, national has an auto-pay service in place already. Setting up a duplicate service within Boeing is considered not worth the effort, and would make it harder for national to keep their membership rolls current.
Newsletter
Dave Morgan
The next issue is in work. The September issue had
typographical errors that were not in the review copy. Corrections will be
incorporated in the next issue.
Pilot
Education Jeff Larrick
The annual pilot safety program will have the same
format as last year. However, this year it will be on the fourth Saturday in
January (the 25th), not the third. Jeff doesn't yet know just where
the program will be held. He is working to re-establish Boeing participation,
which was dropped last year as part of the increased security procedures.

Outreach - Open
Programs Walt Reschke
Walt presented a status for this year's programs:
1)
Tomorrow is the joint
AIAA/INCOSE tour of the American Airlines flight simulator.
2)
Next week is the X-43
briefing.
3)
October: The speaker
for the X-35 program is committed.
4)
November: We have a
signed agreement with Kim Tweety of the Missouri History Museum for a special
admission to the Lindbergh Exhibit. From 1-4pm on Saturday, November 9, AIAA
members can view the exhibit for free. This arrangement can be used together
with the standard Boeing "buy one, get one free" coupon so that a
guest can also get in for free. We will NOT be using the museum's catering
services, due to the expense. The section will assume the cost of member
admission. We are planning on a maximum of 50 members attending, for a total
section outlay of $300. Larry Brase
suggested this would be eligible of Category III funding. It was agreed to
discuss this at the upcoming Region V telecon.

December: Dr. Richard
Hallion is scheduled as speaker.
There was general discussion about possible AIAA
participation in the Experimental Aircraft Association's (EAA) "Young
Eagles" program to introduce young people to aviation through a free
flight in a light airplane. EAA's goal is to fly one million children, ages
8-18, by 2003. We are in contact with
George Stevenson, the EAA Section #32 Young Eagles coordinator. EAA pilots bear
the full cost of the flights. Section participation could include 1) promotion
of the event among our membership, and/or 2) donating the cost of a flight for
each child of a member, and/or 3) a general donation not linked to any specific
number of flights.
Karen suggested that we need information on the
legal liability issues before we could act.
Mike requested that Walt submit a report and
recommendation.
Public Policy Dick Pinckert (temporary)
Yoshi is the new public policy director for Region V. Dick is to work with him on Region V plans before the next Congressional visit day.
Publicity (Internal) Mike McCoy for Carrie Kniker
Mike presented a report provided by Carrie.
1) September 10 Event with INCOSE: INCOSE has posted the flyer on the billboards throughout Boeing. Dave Morgan also sent it out in the newsletter so it was not sent in a separate distribution. Our members should know about the event. Bill Bezdek said INCOSE would take care of a plaque for the secretary at American Airlines. He also said there would not be any refreshments due to the nature of the event. Bill was still looking for someone to help organize attendance at the event. This would mean checking names at the door and determining the group was ready to begin. If you would like to help in this capacity please contact Bill Bezdek.
2) September 19 Event: This meeting was also announced in the newsletter so our membership knows about the meeting. The flyer for the Hypersonics meeting is currently (as of Sept5) at bulk mail. By the council meeting they should have been distributed. Ticket sellers have the flyer and should be good to go. Carrie has also forwarded the flyer to Daryl Stephenson, the StL Boeing News Now editor and asked him to announce our meeting in BNN. Carrie requested someone please email Daryl to remind him to make the announcement. Carrie has given the wood plaques to Mike McCoy to handle for this meeting. He will contact Steve Ratkowski of B279 graphics one week prior to the meeting to get the plates made for the plaques. Mike will have the plaques for the speakers at the meeting.
3) October 24 Event with SFTE: Carrie has sent all the info she has on this event to graphics to get the flyer started. She hopes to have the remainder of the info upon her return so she can get the flyer out. She made contact with Dawn Galloway of SFTE. Dawn is getting ready to go on maternity leave, so she will email out a backup contact in the next week or so. Walt had asked Dawn to get a higher-up in our flight test organization to introduce Mr. Morgenfeld. Although they are all very interested in the topic, they have respectfully declined to do the introduction. Dawn attributed this reaction to the still-fresh wounds from losing the JSF program. If we would like to have someone introduce our speaker, we need to arrange it ourselves. Dawn also had some questions regarding ticket prices. She wanted to know exactly what the cost to us is for the tickets. SFTE likes to subsidize the dinners for their members. So, SFTE would like to make up their own flyer and send ours out with theirs. We would notify our ticket sellers that the cost for an SFTE member is different than for an AIAA member. Once ticket sales close, SFTE would write a check to AIAA for the balance of the cost. Is this acceptable to us? Carrie asked Tref to please contact Dawn and let her know our cost of the tickets. We still need to establish ticket prices for our members and non-members.
Tom is our new service projects committee chair.
Our principal project is Science Fair Week. Tom will see Gary White about ideas.

The site is up to date. John needs more information on the INCOSE/AHA joint meeting. A copy of the Boeing "buy one get one free" coupon for the Lindbergh Exhibit at the History Museum is on the site.

New Council
Meeting Schedule
This was the first council meeting under the new schedule.

Cost Reductions
Karen Copper made the following points about controlling our costs:
1) We need to use the newsletter effectively. A mailing costs $88. Council members are urged to get their information in to the newsletter to avoid additional mailings.
2) We need to scrub the mailing list.
3) Payments are still due from Washington University and UMSL for ads.
4) The section should investigate ways to save money on our award plaques.

Washington
University, St. Louis University Participation
Mike Swarthwout attributes the low participation in AIAA activities by Washington University faculty and students to a disconnect in communication. He is working to improve participation. Mike McCoy and Mike Swarthwout will work to visit SLU to discuss how to improve their participation.

Technical
Committee Nominations
Nominations for membership in the AIAA technical committees must be made by November 1. We want to build on last year's effort to be more strategic about Boeing TC memberships. Specifically, we want to 1) avoid duplication, 2) use the TC assignment as part of career development, and 3) ask department heads to recommend good candidates.
· Logistics Representation on Council
Mike McCoy noted that the logistics community feels that they are not well represented by any professional organization. National is working on establishing a TC for Logistics. The section council should think about how to provide a way for the local logistics community to participate on the Council. Greg Burton has expressed interest in this. In the ensuing discussion, it was concluded that the existing Technical Specialist Committee is the most appropriate place, rather than create a new council position.

Short Course
Larry Brase suggested the council work to offer one of the AIAA short courses here at Boeing. The last short course held here brought significant funds to the section. The current health of the Boeing training budgets would allow for good participation by employees. Mike McCoy will be talking with

Dianne Chong will coordinate briefings to the council about technical committee activity.
